CASAS’ member Johannes Bhanye with Ruvimbo Shayamunda has published a chapter in the book “Digitalisation and Public Policy in Africa”.
Abstract: This chapter explores the impact of civic tech innovation on public service delivery within the framework of digital democracy. It does so by investigating how digital tools and platforms enable citizens to engage in civic participation, contribute to policy-making processes, and hold governments accountable. The research synthesises existing literature, empirical studies, and case examples to analyse civic tech initiatives’ potential benefits and challenges. It highlights the practical effects of digital democracy on transparency, efficiency, and inclusivity in public service delivery while also addressing concerns such as the digital divide and privacy implications. Additionally, the chapter explores the role of governments, civil society organisations, and technology companies in fostering an enabling environment for civic tech innovation. Critically examining the experiences and lessons learned from different countries and contexts, the chapter provides practical insights for policymakers, practitioners, and scholars interested in leveraging digital democracy for effective and responsive public service delivery in the digital age.
